University President’s State of the University Address 2025

CATBALOGAN CITY, PhilippinesIn a ceremony that placed the nurturing of seeds of excellence at its forefront, Samar State University’s (SSU) 4th President, Dr. Redentor S. Palencia, delivered his inaugural State of the University Address (SUA) yesterday, November 25, 2025, before the entire SSU community and key stakeholders at the Maceda Gymnasium, SSU Main Campus, Catbalogan City, Samar.

Robert Louis Stevenson (A Scottish novelist, essayist, poet and travel writer) said ‘Don’t judge each day by the harvest you reap, but by the seeds that you plant.’

Today, we are gathered at the fields of the past and the present. And as we honor the legacy and celebrate our continued success as an academic community, let us remember that our harvest is a byproduct of what we have sowed in our day-to-day processes, nurturing the values of QUALITY and EXCELLENCE, making us grow and glorious over the years by GOD’S guidance and grace.

GOOD AFTERNOON!

During my INVESTITURE CEREMONY anchored on the theme “SOWING THE SEED OF HERITAGE OF EXCELLENCE” as inspired by the PARABLE OF THE MUSTARD SEED in the Bible, I have underscored that whatever we sow, no matter how small “like that of a mustard seed” if it is excellently nurtured, it will definitely become a sturdy tree someday. Similarly, if an “ounce” of effort is done with good intention, it will become a milestone one day.

And so today, we rejoice as we bear witness to that growth that started quietly beneath the surface, now sprouting beamingly with pride as we call them MILESTONES. Through our collective efforts, let us take a look at the growth of what we have planted and nurtured—our SHARED ACHIEVEMENTS in honor of SAMAR STATE UNIVERSITY, for the PEOPLE WE SERVE, and for the GREATER GLORY OF OUR ALMIGHTY GOD.

 

MILESTONES IN ACADEMIC AFFAIRS

The Academic Affairs plays a key and enduring role, nurturing SSU’s legacy of academic integrity and prosperity. It serves as the foundation of the University’s continual growth, strengthening the quality of education through its comprehensive supervision of curriculum development, faculty advancement, student support, and instructional excellence.

With unwavering commitment, the Academic Affairs has cultivated significant milestones in academic performance, accreditation achievements, and national-level participation, reflecting its devotion to excellence and holistic development for both students and faculty. Its breadth of initiatives testifies its vow to duty of fostering a well-rounded and transformative educational experience for the entire SSU academic community.

Here are the remarkable accomplishments of the Academic Affairs:

  • SSU conferred bachelor’s degrees to 1,303 students in 2024 and 1,581 in 2025, showing a 21% rise in the number of graduates.
  • SSU’s ENROLLMENT INCREASED BY 11% as of the 1st Semester Academic Year 2025-2026.
  • The University PRODUCED 557 REGISTERED PROFESSIONALS from various licensure examinations with 342 successful examinees in 2024 and 215 board passers this year. Specifically, we made 2 architects, 11 civil engineers, 12 nutritionist-dieticians, 18 psychometricians, 32 fisheries technologists, 34 pharmacists, 81 nurses, and 367 teachers.
  • To crown it all, we created BOARD EXAM TOPNOTCHERS with our very own Maria Sharalene Lamoste, a BSED graduate major in science, who finished at Top 10 during the March 2024 Licensure Examination for Teachers.
  • And who would not forget the MAGNIFICENT 5 who gained victory in the March 2025 Licensure Examination for Professional Teachers. They are our very own pride from the BSED and BEED programs, namely, Ms. Stephanie Ruth Ocampo, Mr. Jason Paul Amatosa, Ms. Bituin Rumol, Ms. Diosa Amistoso, and Ms. Rodelyn Moreno.
  • Further, this year has been a great year for our program submissions to CHED because we have registered a 100% IN NUMBER OF UNDERGRADUATE PROGRAMS AWARDED WITH CERTIFICATE OF PROGRAM COMPLIANCE (COPC) across all colleges.
  • And for the first time, the Graduate School was also able to receive the CERTIFICATE OF PROGRAM COMPLIANCE (COPC) for its 8 programs.
  • Along AACCUP Accreditation, 77% or 29 out of 31 OF THE CURRICULAR PROGRAMS OF THE UNIVERSITY ARE ACCREDITED BY THE ACCREDITING AGENCY OF CHARTERED COLLEGES AND UNIVERSITIES IN THE PHILIPPINES (AACCUP), Inc., and 17 of these programs have Level III Re-accredited status.
  • 66% OF OUR TEACHING WORK FORCE WERE SENT to trainings, seminars, and conferences for their learning and development.
  • To support them, 36 ARE ON STUDY LEAVE as 13 pursues master’s degree and 23 doctorate degree.
  • Records show that 3 faculty graduated their master’s degree.
  • And in support to students, we have COPYRIGHTED 127 INSTRUCTIONAL MATERIALS.
  • The Library was able to service 34,448 VISITS IN 2024 AND 34,829 IN 2025.
  • On the other hand, the Care and Wellness Unit rendered medical and dental services to 9,507 CLIENTS IN 2024 AND 14,744 IN 2025.
  • The rooster of our TEACHING PERSONNEL INCREASED WITH 58 NEWLY HIRED INSTRUCTORS.
  • Under promotion and through NBC 461, 79 OF OUR TEACHING FORCE GOT PROMOTED last year. And this year, 19 OF OUR TEACHING STAFF ACROSS COLLEGES GOT PROMOTED under the Institutional Promotion.
  • Our instructional processes were fortified through the conduct of Curriculum Mapping for Continuous Quality Improvement (CQI) across campuses/colleges.
  • And to carry the torch forward, the Academic Affairs was able to secure approval of the Board of Regents of its initiatives.

 

MILESTONES IN RESEARCH AND EXTENSION SERVICES

In nurturing SSU’s legacy of excellence in research, innovation, and community engagement, the Research and Extension Services continues to serve as a driving force of cultivating an environment where inquiry waters the production of solutions. Its efforts enrich the growth of students, faculty, and the broader community, strengthening both the University’s research stature and developmental impacts.

As it remains faithful to toiling the field of inquiry, the Research and Extension Services nurtures the legacy through a tapestry of groundbreaking initiatives, meaningful collaborations, and shared accomplishments. Its steadfast dedication to advancing research and extending knowledge to communities is reflected in an overview of its abundant yield as you see next on screen.

  • The RESEARCH BUDGET STRENGTHENED BY 14% from 40.5M last year to 46M this year.
  • Along Awards and Recognitions, the University won SILVER MEDALS IN THE 9TH INTERNATIONAL INVENTION INNOVATION COMPETITION (iCAN) 2024.
  • In 2024, SSU also bagged its 5TH AND BACK-TO-BACK ALFREDO M. YAO (AMY) INNOVATION AWARDS 2024 GRAND PRIZE (for both Collegiate and Professional Categories).
  • Additionally, we bagged the HALL OF FAMER calling us a PALLADIUM AWARDEE, the highest distinction given by Intellectual Property Office of the Philippines (IPOPHL) to the country’s top-performing Innovation and Technology Support Offices (ITSOs) under the ITSO Clustering Program.
  • We also brought to home court the NEXTGEN CAPDEV ACCELERATOR IN LOCAL GOVERNANCE NATIONAL AWARD.
  • This year, SSU through Engr. Nikko Ardel P. Floretes and his team CLENCHED THE LEADING INNOVATION AWARD in the Japan Design, Idea & Invention Expo (JDIE 2025) and the Silver Medal at the Moscow International Salon of Inventions and Innovations Technologies (Archimedes 2025).
  • Our Institutional Human Research Ethics Committee (IHREC) was recognized as LEVEL 1 RESEARCH ETHICS COMMITTEE by the Philippine Research Ethics Board (PHREB).
  • When it comes to Innovation, we have conducted 32 IP FOUNDATION COURSES, 106 PATENT SEARCHES AND FILED 24 INVENTIONS AND 83 UTILITY MODELS.
  • Professor Ronald L. Orale has also an APPROVED PATENT, an invention of a laboratory apparatus that stimulates the flow of water in aquifers.
  • For individual recognitions, Dr. Elmer Irene was named as TOP SCIENTISTS IN THE PHILIPPINES based on AD (Alper-Doger) Scientific Index Report for 2024 World Scientists Ranking while Prof. Marife Mustacisa-Lacaba was chosen as 2024 FILIPINA ACHIEVERS IN RURAL EDUCATION AWARDEE, and Engr. Raven Tabiongan as the RESEARCHER OF THE YEAR in the Visayas Startup Awards 2025, respectively.
  • In various regional, national, and international conferences, SSU took home the RESEARCH PRODUCTIVITY AWARDS and RESEARCH ADVOCACY AWARDS and a few of our faculty-researchers received no less than the BEST PAPER AWARDS for Mr. Ruel H. Amascual, Ms. Mary Jane B. Cinco, and Engr. Raven C. Tabiongan, and the BEST PRESENTER AWARDS for Dr. Nathalie Ann A. Acosta, Ms. Sweet Mercy F. Pacolor, and Dr. Florabelle B. Patosa.
  • The University supported 78 presentations in the local, national, and international stages.
  • A total of 12 PROJECTS WERE GRANTED WITH EXTERNAL FUNDING OF OVER 47M.
  • The Project USWAG was also making a breakthrough in the region, fostering multi-sectoral collaboration, formalizing partnerships, and unifying efforts toward building a vibrant, inclusive, and innovation-driven startup ecosystem in Eastern Visayas.
  • Project TANAW also made SSU proud as it sweeps back to back victories in various innovation and technology conferences and summits.
  • MEANWHILE, OUR INSTITUTIONALLY-FUNDED RESEARCHES IMPROVED BY 10% from 79 last year to 88 this year.
  • 52 COMPLETED RESEARCHES were recorded while 100 are still ongoing.
  • A GROWTH OF 78% IN THE UNIVERSITY’S RESEARCH PUBLICATION in Scopus and other high-indexed journal was documented.
  • Along Community Service, 70 EXTENSION PROJECTS WERE COMPLETED while 42 are ongoing aimed to empower women, out-of-school youth, leaders, Persons Deprived of Liberty, and volunteers to name a few.
  • With an INCREASE OF 52% NUMBER OF WORKSHOPS, Trainings and Capacity-Building Initiatives from 2024 to 2025 on Leadership, Livelihood, Health Promotion, Communication Enhancement, Psychoeducation, Gender-Sensitivity, and Personality Development among others, SSU was able to serve MORE THAN 10,950 BENEFICIARIES FROM VARIOUS SECTORS including faculty-employees, LGU Officials, young leaders, legislators, teachers, daycare volunteers, fisherfolks, farmers, women’s organization, youth groups, and community adopters.
  • Highlighting the importance of collaboration, THE UNIVERSITY HAS SIGNED more than 50 MOAs AND MOUs under the banner of the 10 Research Centers of the Research and Extension Services Unit, containing partnerships for the goals.
  • And creating bolder steps ahead, the Research & Extension Services was able to lock in confidence from the Board of Regents through BOR Resolutions.

 

MILESTONES IN ADMINISTRATION AND FINANCE

Along nurturing SSU’s legacy of stability, resilience, and responsible financial stewardship, the University’s backbone of the overall operations— the Administration and Finance—rests rooted to its mandate. Through sound financial management and efficient administrative processes, the University safeguards long-term sustainability while enabling the continued growth and success of its academic and support programs including global engagements.

As a vital pillar in sustaining and strengthening the University’s legacy, the Administration and Finance has achieved significant accomplishments and recognitions, adding weight to SSU’s bountiful harvest. Here are the noteworthy milestones that reveal its staunch pledge to service, accountability, and excellence:

  • SSU’s budget based on the General Appropriations Act (GAA) BOOSTED AT 44% FROM 455,400,000 LAST YEAR TO 656,731,000 THIS YEAR.
  • And for 4 consecutive years, SSU HAS BEEN TOP RANKED BY THE WORLD UNIVERSITY RANKINGS FOR INNOVATION (WURI). Specifically, Top 1 in the World under the Empowerment-Based Management category this year, 2025. We are honored and humbled that we have also climbed 19 notches higher in the Global Top 300 Innovative Universities, from 117th to 98th.
  • For 2 years, we have been RANKED BY THE TIMES HIGHER EDUCATION (THE) IMPACT RANKINGS AND THE UI GREEN METRIC WORLD UNIVERSITY RANKINGS. This year, the University is among the 1000-1500 higher educations in the world, for its contributions to the United Nations’ (UN) Sustainable Development Goals (SDG) based on the 2025 Times Higher Education (THE) Impact Rankings while 6th in the Philippines and 476th in the World in the UI Green Metric World University Rankings.
  • We have been ranked at the TOP 2 SPOT AMONG HIGHER EDUCATION INSTITUTIONS in Eastern Visayas according to Edurank and Webometrics.
  • For the 3rd Time, WE ARE ONE OF THE AWARDEES IN THE INTERNATIONALIZATION CHAMPIONS OF NATION-BUILDING AND SUSTAINABILITY (ICONS) AWARDS 2024 by CHED.
  • Along financial matter and for 2 succedding years, the Department of Budget and Management recognized the University’s performance through the grant of the PHYSICAL PERFORMANCE ACHIEVER AWARD AND INCOME COLLECTION AWARD. This year, the Raptorial Compliance Award added to the array of recognitions.
  • Also, SSU was recognized by CHED THROUGH THE PHILIPPINE ANTI-ILLEGAL DRUGS STRATEGY INNOVATIVE AWARDS FOR HIGHER EDUCATION IN 2024.
  • 25 NEWLY HIRED EMPLOYEES joined the administration while 9 non-teaching personnel were promoted to various administrative positions.
  • OVER 108M was granted to personnel as cash gifts and other incentives.
  • Yours truly and 2 other key officials successfully COMPLETED CERTIFICATE PROGRAMS in Leadership and Management, Digital Leadership, and Strategic Marketing for Competitive Advantage at THE WHARTON SCHOOL, UNIVERSITY OF PENNSYLVANIA IN 2024. 5 other personnel graduated this year under the same grant, the Higher Education Upskilling and Study for Advancement of Staff and Faculty (HUSAY) Program by CHED.
  • Ronald L. Orale graduated a special course at the Asian Institute of Management.
  • Currently, Dr. Cabaguing and Dr. Lacaba are taking courses at the Development Academy of the Philippines.
  • SSU CONTINUOUSLY STRENGTHENS ITS INTERNATIONAL NETWORKS as it inked and sealed seven (7) more Memorandum of Agreement (MOA) and Memorandum of Understanding (MOU) with various partners including the Dong Thap University and Tra Vinh University in Vietnam and Universitas Negeri Surabaya in Indonesia, around the world for online academic program partnerships, research collaborations, and faculty-student exchange programs.
  • A total of THIRTEEN (13) FACULTY & NON-TEACHING PERSONNEL, AND EIGHT (8) STUDENTS participated the international outbound mobility program of the University.
  • We also conducted the FIRST JOINT INTERNATIONAL SUMMER CAMP IN 2024, accommodating 14 students and 1 faculty from Tra Vinh University in Vietnam. Also, we have welcomed 5 personnel for various international schools that year.
  • This 2025 and for the first time, we have WELCOMED 21 INTERNATIONAL STUDENTS from Dong Thap University for the week-long Interim Field Trip Visit.
  • The University’s Gender and Development (GAD) Plan and Budget for the Fiscal Year 2025 has officially been endorsed by the Philippine Commission on Women (PCW), confirming that SSU SAGWAN’s2025 GAD Plan is inclusive, transformative, and gender-responsive.
  • Along Infrastructure, we have COMPLETED 7 PROJECTS including the Repair of the Cottage at SSU – Mercedes Campus, Proposed Materials for Wall Partition, Fabricated Table, and Convenience Outlet at SIIM Temporary Building; Proposed Additional Wall Partition at SIIM; Repair Executive Guest House; Proposed SSU Main Campus Signage at SSU Convention Center; Supply, Delivery, and Installation of Digital Signage/Display Solution for Samar State University – Main Campus (3D Capable Wifi Programming); and Rehabilitation and Upgrading of Dormitory Buildings.
  • As the Administration and Finance shapes a better unit in the future, it ensured passing of BOR Resolutions for implementation including BOR Resolution No. 15, s. 2025 (A Resolution Approving the Internal Rules and Guidelines on the Grant of Medical Allowance to SSU Personnel Pursuant to DBM Budget Circular No. 2024-6 Dated 12 December 2024) and BOR Resolution No. 115, s. 2025 (A Resolution Approving the Internal Rules and Procedures for the Payment of Communication Allowance to Qualified Samar State University Personnel Pursuant to DBM Budget Circular No. 2024-2 Dated 02 August 2025).

 

MILESTONES IN STUDENT SERVICES

As a vital cornerstone of providing the best University experience among our primary clients, the Student Affairs and Services nurtures SSU’s legacy of care, inclusivity, and student-centered growth. It cultivates a positive, supportive, and empowering campus environment, thus, enriching students’ academic, social, and emotional well-being as they are guided throughout their academic journey.

Grounded in compassion and dedicated service, the Student Affairs and Services continues to cultivate this legacy by ensuring that every student feels valued, supported, and equipped to thrive. With the care and nurturing it provides to the SSU community, here are its exemplary accomplishments:

  • The SSU Dexterous Deer were able to BAG 7 BRONZE, 8 SILVER, AND 4 GOLD IN THE REGIONAL STATE COLLEGES AND UNIVERSITIES ATHLETIC ASSOCIATION (SCUAA) IN 2024. In the same year, we captured a bronze and  CHAMPION a gold at the National
  • Our Electrical Engineering students placed 5th in the Regional Quiz Show (RQS) and Regional Math Wizard (RMW) 2025.
  • Also, our Electronics Engineering students were part of the Top 10 FINALIST in ClusteRICE 2025 by the DOST-TAPI.
  • And just recently, our Computer Engineering students were hailed as finalists for Best Proposals for College Community Youth Organizations of the YES Awards 2025 for their project RideSafe: Smart Tricycle Tracker with Incident Reporting System.
  • We were able to offer 15 VARIOUS SCHOLARSHIP PROGRAMS from government organizations and private agencies for our students including the CHED Merit Scholarship Program, Army Finance Center Producers Intergrated Cooperative (PAFCPIC), DOST, Commission on Filipinos Overseas (CFO), DEFAS Society of Engineering, Inc., Tertiary Education Subsidy (TES), and Tulong Dunong Program – Tertiary Education Subsidy.
  • A total of 3,626 OF OUR STUDENTS WERE GRANTED WITH SCHOLARSHIPS.
  • For learning and development, 23 SEMINARS AND WEBINARS covering a diverse range of topics to holistically enrich students, including technical skills, legal awareness, personal development, and wellness to mention a few were conducted to more than 5,080 student-attendees.
  • With the inspiration to DO MORE and DO BETTER, the Student Affairs and Services gained trust from the Board of Regents through signed BOR Resolutions.

 

SPECIAL STORY OF THE SIIM

Planting for a better and healthier future for Samar and beyond, the Samar Island Institute of Medicine (SIIM) has been established through CEB Resolution No. 094-2024. And through collaborative efforts, the institute is blooming under the tagline that reads “My Classroom, My Community, My Responsibility,” highlighting its goal to the core for community service.

Cultivating this legacy are continued groundworks for creating a healthier and more resilient and sustainable people and communities in Samar and beyond, yielding accomplishments that follow:

  • We are now at the 2ND YEAR OF OFFERING THE DOCTOR OF MEDICINE program with 64 enrolled students.
  • All of our 64 SIIM STUDENTS ARE SCHOLARS under CHED’s Medical Scholarship and Return Service Programs (MSRS) and Samar Medical Doctor Scholarship Program by the Office of the Governor, Hon. Sharee Ann T. Tan, respectively.
  • SSU-SIIM forged partnership with Brgy. Bunu-anan to and established an Academic Health Center that provides the community with healthcare services, medical education, and social outreach.
  • As of the present, six volumes of free medical notes were distributed to students, signifying SSU’s commitment to accessible education.
  • Through the efforts of the Provincial Government Office headed by Gov. Sharee Ann T. Tan, brand-new iPads were also distributed to all 38 enrollees of SIIM’s MD program to further aid the students’ learning experience.
  • The CONSTRUCTION OF THE SIIM ACADEMIC BUILDING, currently ongoing, has an approved budget of 10M for Phase 1, 59M for Phase 2, and 81M for Phase 3.
  • CHED granted a 40M SEED Fund this year.

 

WAYS FORWARD

So, as we cheerfully and committedly toil towards our Big Picture, let me share with you the University’s WAYS FORWARD for the planting season ahead:

  • We are waiting from the CHED EVALUATION TEAM FOR THE VISIT of our graduate programs for our COPC application.
  • We are also actively preparing to ELEVATE OUR PQA LEVEL AND QS STARS, while seeking additional recognition through QS Ranking.
  • We are REVISITING THE UNIVERSITY CODE to update procedures and policies.
  • We are currently, MONITORING OF THE STRAT PLAN 2022-2027 identifying the lagging and leading KPIs.
  • Now, we are REBRANDING THE UNIVERSITY by establishing Strategic Communications, Pedagogical Innovation, and University footprints. This is the reason of the special launching of our University Gazette later.
  • We are carrying on ESTABLISHING SUSTAINABILITY POLICY, EDI (EQUITY, DIVERSITY, AND INCLUSIVITY) FRAMEWORK.
  • Additionally, we are doing ground works on ESTABLISHING HEALTHY WORKPLACE POLICY (MENTAL HEALTH, OCCUPATIONAL HEALTH AND SAFETY, AND WORK-LIFE BALANCE)
  • Moreover, we are IDENTIFYING THE FUTURE OF WORK AND THE NEW WAVES OF DIGITAL INNOVATIONS (E.G. AI AND AUTOMATION)
  • And, of course, we are moving towards the direction on THE FUTURE PROOFING OF WORK: REIMAGINE, REDEFINE, AND REFORM THE WORKFORCE.

With all these seeds thriving through the works of our hands, my heart sings joy and gratitude to all of you for bracing all the seasons. Our collective efforts have brought us to where we are today as a transformative University.

So, as we carry forward the legacy of excellence, let us bring with us the inspiration to honor and live by it. As empowered men and women of this beloved University, we are a ROCK-SOLID FORCE that can weather storms.
